Those three numbers appear on every California minimum-coverage quote, and most drivers buy them without anyone explaining what they are. Here's the plain version, because the limits decide what happens on the worst day.
The three numbers
$30,000 — the most the policy pays for injuries to any one person in an accident you cause. $60,000 — the most it pays in total for all injuries in that accident, no matter how many people are hurt. $15,000 — the most it pays for damage to other people's property, usually their vehicle.
Who this protects
Other people. Every dollar of liability coverage goes to the parties you harmed. This is the coverage California requires precisely because the state's concern is that injured people can be compensated.
What it does not cover — read this part twice
Your own car. Not a dent, not a theft, not a total loss. If your vehicle is damaged and you carry only liability, repairs are yours. That's not a loophole; it's the definition of liability-only coverage.
And what happens past the limits
Anything above them is personally yours. A serious injury accident can exceed $30,000 quickly — modern medical costs make that unremarkable. Minimum limits are legal, common, and genuinely the right choice for some drivers, but they should be chosen knowing where the ceiling sits.

How the two injury numbers work together
This is the part that behaves unexpectedly. Both injury ceilings apply at the same time: no individual person's claim is paid above the per-person figure, and everyone's claims combined are paid up to the per-accident figure.
Two consequences follow. A single seriously injured person cannot collect the full per-accident amount — they are capped at the per-person figure. And several people, each with claims below the per-person figure, can collectively exhaust the per-accident total.
So the middle number is not "double the first for a bad accident". It is the whole budget for everybody, and it gets shared exactly when an accident is serious enough to involve more than one person.
Why the property damage figure gets tested most
Collisions that damage vehicles are ordinary; collisions that seriously injure people are, thankfully, far less common. Of the three numbers, the one your policy is most likely to actually run into is the property damage limit.
It is also measured against the other vehicle's repair cost or value, which means driving an inexpensive car does nothing to reduce this exposure. It is determined entirely by what you happen to hit. That single point changes more minds in our office than any other on this page.
Reading it on your own policy
Find the three figures on your declarations page rather than assuming you know them. Then ask your carrier one question: what does the next step up cost — on property damage alone, and on the bodily injury pair?
Most people carrying minimum limits have genuinely never asked, and the assumption that the answer is unaffordable is doing more work than the answer itself. Raising limits generally costs proportionally less than the change in the numbers implies, because the upper layers of a limit are used by far fewer claims. That is direction, not an amount — your own figure depends on your record, mileage, vehicle and carrier.
